The 14-year-old boy was left bleeding from the head and dropping in and out of consciousness, allegedly after being slammed on his head by an officer.
Video taken after the arrest shows the teen sitting handcuffed, with bystanders trying to keep him awake.
On day one of the inquiry today, counsel assisting the LECC Lester Fernandez revealed "police did not wear bodyworn video at the time".
The next step in the case involves five officers and the teenager giving evidence, which NSW Police Commissioner Karen Webb is fighting to keep under wraps.
But the teen wants the hearings to be held in public so his voice can be heard.
"He wants to do this - for not just himself - but for First Nations populations across Australia," Samantha Lee from Redfern Legal Centre said.
